SILYAB (Sama-samang Itaguyod ang Literasi, Yaman, Asenso at Bayan) is a five-year community development program under the Project Pag-Adal, an initiative led by the Basic Education Department of Naga College Foundation, Inc. Rooted in the values of education, empowerment, and bayanihan, the program aims to address the literacy challenges faced by the residents of San Jose West, Canaman, Camarines Sur.
The core objective of SILYAB is to promote literacy and lifelong learning among children, youth, and adults by offering targeted educational support and resources. It also aims to enrich the community’s intellectual and cultural wealth—its yaman—by encouraging a love for reading, learning, and civic engagement. “SILYAB” symbolizes the spark of hope and knowledge—igniting minds and illuminating paths toward personal advancement and community development. As the program unfolds over five years, it aims to build a more literate, resourceful, and empowered San Jose West, where no learner is left behind.
Oplan LINGAP is the flagship extension program of the Graduate Studies Department, designed to transform academic knowledge and leadership into proactive community service. It serves as a platform where graduate faculty and students become catalysts of change by delivering expert-led trainings, mentorship, policy support, and research-based interventions that address pressing community needs.
By nurturing growth and fostering progress, Oplan LINGAP builds sustainable partnerships with local government units (LGUs), schools, NGOs, and community-based organizations, ensuring that academic expertise directly contributes to nation-building and social upliftment.
Project SALUD is a health-centered extension initiative of the College of Health and Sciences under the MELCHOR Program for Health. Taking inspiration from the word "salud," which means health in both Spanish and Filipino, the project seeks to promote holistic well-being among underserved communities through a proactive and educational approach.
The program emphasizes health promotion, illness prevention, and lifestyle education, empowering individuals and families to make informed choices regarding nutrition, hygiene, chronic disease prevention, and access to basic healthcare.
By delivering community-based seminars, nutrition workshops, medical check-ups, and health counseling, the project aims to reduce health disparities, prevent the onset of lifestyle-related diseases, and support the wellness of vulnerable populations.
Oplan HIGOS is a targeted social development activity under the Project Pag-Adal initiated by the College of Arts and Sciences, designed to provide comprehensive support to solo parents in partner communities. The term “Higos”, a Bikol word meaning “to care” or “to nurture”, perfectly captures the project’s heart-centered approach in empowering solo parents as they raise their children alone.
This five-year initiative offers a holistic package of services, including parenting education, mental wellness sessions, skills training, livelihood support, legal literacy, and values formation. It aims to address the multidimensional challenges faced by solo parents, including economic instability, emotional stress, and limited access to opportunities, by equipping them with the tools, knowledge, and community support needed to thrive.
The Oplan will also create a sustainable support network among solo parents and establish linkages with government agencies and the private sector to ensure long-term impact.
SIKAP is a five-year extension and community development project under the shared implementation of the College of Business and Management and the College of Accountancy and Finance of Naga College Foundation, Inc. The goal is to ensure sustainable income opportunity and economic empowerment among members of the community by providing them with livelihood skills, financial literacy, and entrepreneurial competencies.
The project trains beneficiaries in different income-generating activities, including cooking, household product production, and craft-making, complemented by seminars on budgeting, pricing, business planning, and access to markets. The key distinguishing feature of SIKAP is its beneficiary-led structure, whereby the beneficiaries themselves select the specific skills that they wish to acquire in accordance with their needs and priorities. In addition, the program has business mentorship, product expositions, and networking with buyers to ensure long-term sustainability.
By capacity building and empowerment, Project SIKAP aims to build not only businesses, but also strong and independent individuals and families that can adapt and survive in a rapidly changing economy.
Project PEACE
Oplan LADAWAN is a community-based digital empowerment under the Project Pag-Adal, an initiative led by the College of Computer Studies under the MELCHOR program. Rooted in the Bikol word “ladawan” meaning image or representation, the project reflects a vision of creating positive change through technology by enabling community members to build better pictures of themselves, their skills, and their future.
The program provides foundational digital literacy training, designed for individuals in underserved neighborhoods, particularly those with limited access to technology and formal education. It covers basic computer operations, internet safety, productivity tools, and digital work-readiness. Through these hands-on workshops and community engagements, participants gain knowledge and tools that enhance their employment prospects, communication skills, and access to online opportunities.
Oplan LADAWAN is not only about teaching technology; it’s about helping individuals rediscover their potential, build confidence, and connect their aspirations to real-world opportunities through digital advancement.
